I do like the extra variety added by the new potions and in general the two tier system works alright. There are however some problems.

Particularly, the usual roll order of normal first, rare second is very unfortunate in some cases and creates negative incentives. Depending on the type of potion this creates the real issue that a lower alchemy level is more desirable than a higher one. This is quite problematic as players should be encouraged to level up and not be punished for it. I think everyone would agree that resorting to using oblivion potions to cut skill levels is something the game should not encourage.

For most potions this might not be too big of a problem as even the normal types can be useful in combat and skills with mostly fixed success rates (e.g. forging). The real problem occurs in skills that don't have fixed success rates. In jewelry for example, the difference between the two tiers can easily be a success chance change of 20% (e.g. 12% instead of 10%), de facto making normal potions basically useless for anything (except maybe smelting high level ores).

Here the effect of the roll order is felt severely. I know this game is about the grind, and we wouldn't play if we didn't appreciate it. However, making things that are useless is really frustrating and takes the fun out of the game. When you have to attempt Small Potions of Jewelry 50 times (0.02 rate at 50+ alchemy level) just to get one potion that you can use and throw away all others, the craft logic is broken. Changing the roll order to have rare potions roll first would bump the success rate up to a more manageable 0.05 chance and would take away the unfortunate incentive to keep the alchemy level at 30 to almost double (0.035) your chance to get a rare potion.

I hope this change can be considered!

Current order looks more like an unfortunate bug. In either case should be fixed.

won't happen for pets..


Why it was possible to do for potions.

1) rare and common potion have the same value

However, some people raise their breeding lv but will be punished,
because that may reduce their chance of getting rare pets.
